Neither SimCity 2000 Network Edition installer that are used for installation are actually executed they're extracted manually since they're 16-bit and won't run on 64-bit Windows. If you don't want to trust a batch file to download files for you, then don't if you answer no, it will then offer you a URL for a webpage to download the files from yourself. I used an XP SP2+ feature called registration-free COM to get the game's newspaper and help utility functioning again (though only owners of the full retail game benefit from this the trial version just uses the newspaper and help utility as advertisements). I then discovered some very nasty flaws in the server that allowed a client to crash the server very easily (so easily that a client might do so accidentally), so I fixed those up too. I then did a slightly more proper job of clobbering the mutex and semaphore scheme in use and let the game just rely on TCP/IP even for a local client a side benefit is you can now run multiple clients on one computer, so you can play 4 player by yourself. I simply added in some clumsy sleeps to fix the maxed out threads.

The client was running 3 threads at full tilt, maxing out 3 cores of my CPU, and the server was doing the same with 1 thread. It then became obvious that there were more issues that were arising due to differences between Windows 95, which the game had been programmed for, and the NT line of Windows. I opened up the executables with a hex editor, scrambled the mutex and semaphore names, and sure enough, that got things slightly working.

Upon initial inspection, the type of hang and crash looked like an IPC issue.

So, for those that just want to give it a whirl, scroll down for the download link that will automate the install and patch process for those that want more details, read on: I only recently noticed that the true multiplayer SimCity, SimCity 2000 Network Edition, released way back in 1996, doesn't work correctly on any of the NT-based versions of Windows (NT, 2000, XP, Vista, 7, 8) and I happened to be capable of fixing that.
